"KAMPALA, UGANDA – A Ugandan lawmaker refused Friday to withdraw proposed legislation that would impose the death penalty for some gay men and lesbians despite international condemnation and presidential opposition to a measure that some critics said could scare off foreign investors.

"Lawmaker David Bahati said he will not heed a call late Thursday from the government to drop the proposed bill, which has provoked criticism from gay rights groups and protests in London, New York and Washington."

" ‘We have our children in schools to protect against being recruited into’ homosexuality, Bahati said. ‘The process of legislating a law to protect our children against homosexuality and defending our family values must go on.’ The country’s parliament is expected to debate the measure in late February or early March.

"Although President Yoweri Museveni has told colleagues that he believes the bill is too harsh and has encouraged his ruling National Resistance Movement Party to overturn the death sentence provision, Information Minister Kabakumba Matsiko said the parliament will act independently.

"Several lawmakers and officials from the ruling party said this week that they will push to remove the death penalty statute. They have proposed instead that gays receive counseling to convert them to heterosexuality. …"

"Current legislation imposes seven years in prison. Under the new law, the death sentence could apply to sexually active gays living with HIV or in cases of same-sex rape. "The State Department may not be able to keep terrorists out of the United States, but Secretary of State Hillary Clinton has enough time on her hands to spend 45 minutes complaining to the President of Uganda about an effort in that country to toughen laws against homosexuality."

"The President of Uganda, Yoweri Museveni, says that Clinton spoke to him for 45 minutes about the proposed legislation, which hasn’t even been the subject of hearings by the parliament. Museveni, who rules over a conservative East African country that is 85 percent Christian, said that he told Clinton that the bill will be considered by the appropriate authorities and that he had heard that homosexuals come from Europe and recruit young people using money. He said that Mrs. Clinton agreed that such practices constituted sexual exploitation.

"Officially, the State Department opposes human trafficking for sexual purposes. Its Office To Monitor and Combat Trafficking in Persons, led by Ambassador Luis C. de Baca, is supposed to ‘provide the tools to combat trafficking in persons and assists in the coordination of anti-trafficking efforts both worldwide and domestically.’ "

"Mrs. Clinton’s preoccupation with Uganda’s opposition to homosexuality may have something to do with the fact that billionaire George Soros, a major financial backer of the Democratic Party and President Obama, has been funding efforts in Africa to promote the interests of ‘sexual minorities.’ Obama has embraced the ‘gay rights’ agenda.

"In February of 2009, the Soros-funded Open Society Initiative for East Africa, in partnership with Media Development in Africa (MEDEVA), boasts that it ‘successfully broadcast the first ever television program featuring sexual minority rights in Uganda.’ "

"The Open Society Institute said the program was necessary because ‘Uganda is a country that currently criminalizes homosexuality and commercial sex work, and has repeatedly made efforts to silence sexual rights activists.’ The term ‘sex work’ is another name for prostitution. The Open Society Institute wants Uganda to expand rights for homosexuals and legalize prostitution.

"Before that, the Open Society Institute held a four-day workshop on legal strategies ‘to promote lesbian, gay, bisexual, and transgender rights in Africa.’ "

"Homosexual media activists in the U.S. such as Rachel Maddow of MSNBC and Jonathan Capehart of the Washington Post have falsely depicted the bill in Uganda as an effort to kill homosexuals. In fact, it is designed to save lives by restricting dangerous homosexual practices, including pedophilia, child rape, and the deliberate spreading of the AIDS virus. The controversial death penalty provision, which even some pro-family activists in the U.S. find objectionable, is for crimes of ‘aggravated homosexuality.’

"Capehart has said that Uganda, which is heavily dependent on foreign aid, should be deprived of foreign assistance if the bill becomes law. Capehart and some foreign homosexuals are clamoring for the bill to be withdrawn from the Ugandan Parliament or vetoed if passed. But the Christians in Uganda want to keep these dangerous foreign influences out of their country."

"George Oundo, a former homosexual, has confessed that he recruited school children into homosexuality as part of a program funded by foreign interests and operating in Uganda under the cover of a group called Sexual Minorities Uganda. The United Nations has been caught distributing a pamphlet encouraging homosexuality among teenagers."

"Interestingly, one of the few mainstream media stories to explore the issue in somewhat objective fashion appeared on National Public Radio. Barbara Bradley Hagerty noted in her story that ‘To understand how this bill came to be, one needs to know the story of King Mwanga. In 1886, Uganda’s king ordered some two dozen male pages to have sex with him, and when they refused because of their Christian faith, he ordered that they be burned to death. Every year on June 3, Ugandans celebrate a national holiday honoring the Christian martyrs and deploring the pedophile king.’ …"

"A pastor’s group in Uganda that represents all of the major religious groups in the country supports the basic thrust of the law and talks about the ‘Unbelievable growth in the power of the homosexual lobby in western countries, clearly seen since this Bill was proposed in Uganda...’ It says that ‘entire governments in Europe and America have used their diplomatic offices’ against Uganda.

"This was confirmed by Museveni, who said, ‘When I was at the Commonwealth meeting, the Prime Minister of Canada came to see me about gays. [British] Prime Minister Gordon Brown came to see me about gays, Carson rang me about Somalia and gays and Mrs. Clinton rang to talk to me about gays.’ Carson is U.S. Assistant Secretary of State Johnnie Carson. …

"Pressure on Uganda to abandon the pro-family legislation is also being applied by open homosexual Democratic Reps. Barney Frank (Mass.), Tammy Baldwin (Wisc.), and Jared Polis (Col.). On the Senate side, Democratic Senator Ron Wyden, chairman of the Senate Finance Committee’s subcommittee on International Trade, Customs and Global Competitiveness, has warned Uganda it could lose favorable trading status if it proceeds with the legislation. Wyden contends that homosexuality is an international human right. …"

"The pastors group in Uganda wants to avoid happening to Uganda what has already happened in the United States. It condemns the ‘take-over by homosexuals of western institutions that should have remained as defenders and protectors of moral integrity in society, particularly the church, to the extent that even evangelical church leaders in America no longer protest when a practicing homosexual is appointed into pastoral leadership in the church...’

"The group adds, ‘This institutional takeover by homosexuals has been systematic and planned, to the extent that other bodies like the UN, national governments, financial institutions, private companies, NGOs, etc. have become spokespersons of the gay movement and daily use official resources to promote the gay agenda and to arm-twist anyone who opposes this agenda. In a globalized world, this western takeover of institutions by homosexuals has turned into international promotion of homosexuality and of other vices like abortion and pornography in other countries.’ …"

"However, American pastor Rick Warren had his arms twisted and is now urging Ugandan pastors to oppose the bill. Curiously, Warren Throckmorton of Grove City College, a conservative Christian institution, has been working with homosexual bloggers and anti-Christian activists to kill the legislation." "Republican National Committee Chair Marc Racicot spoke before more than 300 gay rights activists in Washington on March 7, marking the first time a sitting GOP chair has addressed a gay audience.

"Conservative" talk show host Michael "Savage’s San Francisco-based radio program is heard on more than 300 radio stations. The Boston Globe called him ‘arguably the media’s hottest commodity.’ His hour-long MSNBC Saturday afternoon show debuted to high ratings and mixed reviews two weeks ago.

"The president campaigned on a policy of morality and ethics in government, and yet he is now asking us to hope that Dr. Gerberding’s policies will be consistent with those promises. We are reminded of the assurances given to conservatives that Justice David Souter would not lean radically to the left. But by the time the truth was disclosed, it was too late to oppose his confirmation for the Supreme Court. [NOTE: It was not too late. "Bush has named to head his Office of National AIDS Policy Scott H. Evertz, the first openly gay appointee of any GOP administration, according to Human Rights Campaign, a national lesbian and gay group.

"Two decades into the global AIDS epidemic, an unlikely alliance of lawmakers is pressing President Bush to increase spending by hundreds of millions of dollars this year to help foreign nations grapple with the disease.

"The Bush administration has budgeted $780 million for the global AIDS fight this year. On Thursday, however, Republicans on the House Appropriations Committee voted to add $200 million in global AIDS money to an emergency measure for domestic security and military spending. "She said the United Nations’ compilation of Copenhagen papers, published in 1996 and titled ‘Family Challenges for the Future,’ listed three groups of families: ‘nuclear,’ ‘extended’ and ‘reorganized.’

" ‘ "Nuclear" includes biological, social, one-parent, adoptive or in vitro families,’ she said.

"Davis spoke at the Log Cabin group’s annual Lincoln Day Dinner, which was held Feb. 28 in a banquet hall at the Republican National Committee headquarters on Capitol Hill. The D.C. gay GOP group, which recently became the national gay Log Cabin organization’s largest chapter, presented Davis with its 2002 Walt Whitman Award.

" ‘As we go into the midterm election, we have an opportunity to expand our base,’ Davis told the gathering. ‘You can help us expand that base. … You’ve been a very important part of our coalition. Lou Chibbaro writes (Washington Blade, 5/11/01, p. 1) that "Three senior GOP leaders in Congress who have kept their distance on Gay issues in the past pledged during meetings last week with Log Cabin Republicans to work with the Gay community on domestic and international AIDS programs while taking a more cautious stand on Gay civil rights issues.

"Officials with Log Cabin, a national Gay group, said the decision by Sens. Orrin Hatch (R-Utah) and Bill Frist (R-Tenn.) and Rep. Henry Hyde (R-Ill.) to attend publicly announced meetings with about 50 members of the Log Cabin board and staff was yet another signal that prominent Republicans – including President George W. Bush – are breaking from their party’s longstanding reluctance to become involved in Gay-related matters. The three lawmakers are considered to be among the most influential conservatives in Congress. ..."

HYDE PROMISES TO AUTHORIZE HIRING OF HOMOS

"Hyde, a leading figure in the nation’s anti-abortion movement, signed a statement in March pledging not to discriminate against members of his congressional staff on the basis of sexual orientation. For more than a decade, Hyde had declined to sign the statement, which is distributed to all members of Congress by the Human Rights Campaign, the nation’s largest Gay political group.

" ‘This is a sign that the Congress, like the country as a whole, is becoming more understanding and more tolerant on our issues,’ said Winnie Stachelberg, HRC’s political director.

"Hyde and Frist met May 3 with the Log Cabin officials during the group’s seventh annual congressional briefing, which it holds each May during the week of the group’s board of directors meeting. Hyde and Frist, along with six other GOP House members, met publicly with the Log Cabin officials in a room in the Rayburn House Office Building on Capitol Hill. Hatch, who could not attend the public meeting due to a scheduling conflict, met privately in his Senate office with about two dozen Log Cabin board and staff members that same day, according [to] Log Cabin spokesperson Kevin Ivers.

"Scott Evertz, President Bush’s appointment to head the White House Office of National AIDS Policy, has voiced opposition to the conservative moral positions of President Bush and the Republican Party, including legislation prohibiting the recognition of same-sex marriage."

DUBYA PROFESSES OPPOSITION TO "SAME SEX MARRIAGE" BUT HIRES AN ADVOCATE

"Evertz, an open homosexual, is a founding member and president of the Wisconsin chapter of the homosexual advocacy organization Log Cabin Republicans. He has been associated with various other homosexual advocacy organizations as well, including the Log Cabin Society and Amnesty International Members for Lesbian and Gay Concerns. …

"[W]hen Evertz was head of the Log Cabin Society, he opposed efforts by Wisconsin State Rep. Dean Kaufert to introduce a bill barring Wisconsin officials from recognizing counterfeit marriages that are legally recognized in other states. As reported in the Capital Times (Madison, Wis.), Evertz and other homosexual groups ‘blast[ed] the proposal,’ calling it ‘a waste of taxpayer time and money.’ Evertz lamented that ‘[t]he last time I checked, gay men and lesbians couldn’t even get married in this state.’ "

EVERTZ OPPOSES RIGHT OF CHRISTIANS TO DISASSOCIATE THEMSELVES FROM PERVERSION

"That same year, Evertz also led a session at the Amnesty International Regional Conference in Madison, in which he represented Amnesty International Members for Lesbian and Gay Concerns. According to the Capital Times, Evertz advised the audience ‘to use Wisconsin as a model in promoting gay rights around the world.’ In 1982, Wisconsin became the first state to enact statewide homosexual rights legislation that prohibits discrimination on the basis of ‘sexual orientation.’ "

"The Log Cabin Republicans officially supports former President Clinton’s Executive Order 13087, which grants special status to government employees on the basis of their ‘sexual orientation.’ This places sexual behavior on a par with immutable characteristics such as race and national origin, as well as constitutionally protected freedoms such as religious belief. …"

USE OF FEDERAL EDUCATION DOLLARS FOR SAFE SODOMY SEX ED IS NOW BUSH AGENDA

"Evertz also opposes abstinence-only sex education to curb the spread of AIDS among teens. Evertz supports ‘safe sex’ instruction in public schools, which includes ‘counseling teens to use condoms if they choose to reject their parent’s [sic] advice.’ Public school ‘safe sex’ instruction has been criticized for exposing children to explicit and graphic discussion about sexuality issues such as homosexuality, which are often presented outside of a framework of moral and religious values."

Bush has moved to reverse some of former president Bill Clinton’s policies on abortion, labor and the environment, but he has left in place a 1998 order banning discrimination against gays in 1.7 million federal civil service jobs. ..."

"GAY" ACTIVISTS COMFORTABLE WITH BUSH CABINET

"The AIDS office amounts to an advocacy post, and ‘even Bill Clinton did not name a prominent gay activist’ to head it, says Richard Lessner of American Renewal, a lobbying group. ‘Increasingly, we’re seeing gestures from the president that are strikingly inconsistent with his repeated assertions that he stands for marriage and the family.’ ...

"[G]ay people ... are encouraged by other appointments, including Health and Human Services Secretary Tommy Thompson, Labor Secretary Elaine Chao and Education Secretary Rod Paige. All have worked with gay activists. ...

"Bush directed Thompson, his platform chairman, to eliminate planks opposing gay marriage, gays in the military and civil rights protections for gays and lesbians. When the platform committee outvoted Thompson, he protested on TV. ...

Juliet Eilperin reports (Washington Post, 9/14/00, p. A2) that "The House voted by a surprisingly wide margin yesterday to signal its support of hate-crime legislation that would protect gays as well as other targeted groups.

"The vote means that solid majorities in both chambers have advocated expanding federal jurisdiction to include violent crimes committed on the basis of race, religion, color, sexual orientation, gender, ethnicity or disability. Forty-one Republicans joined 190 Democrats and an independent in supporting the motion, which instructed House negotiators to accept language attached to the annual Defense Department authorization bill."

Kate Zernike reports (New York Times, 8/29/00, p. 1) that "Chicago, San Francisco and San Jose, Calif., have told local Scout troops that they can no longer use parks, schools and other municipal sites. Companies like Chase Manhattan Bank and Textron Inc., have withdrawn hundreds of thousands of dollars in support to local and national scouting groups nationwide. Dozens of United Ways from Massachusetts to San Francisco have cut off money amounting to millions of dollars each year.

"And Connecticut, in what may become a test case, has banned contributions to the Scouts by state employee through a state-run charity. The state is also considering whether to block the Scouts from using public campgrounds or buildings. ..."

CONNECTICUT BANS CONTRIBUTIONS BY STATE EMPLOYEES

"Gregg Shields, a national spokesman for the Scouts, said the organization respected the right of private companies to donate only to groups of their choice. But the organization is suing the State of Connecticut to restore state employees' ability to donate to the Scouts, and Mr. Shields said his group would fight to maintain access to public schools and public places in other states as well.

"'The Boy Scouts of America since 1910 have taught traditional family values,' Mr. Shields said. 'We feel that an avowed homosexual isn't a role model for those values.' ..."

IS IT "UNAMERICAN" TO OBEY GOD?

"The trim uniform of the Boy Scouts has become almost a cherished national symbol. But at a time when same-sex benefits, diversity training and nondiscrimination policies have become routine, some companies and organizations say the Scouts' refusal to admit gays has come to seem almost un-American.

"'Their position is, on the face of it, in conflict with our commitment and our values on diversity,' said Jim Finn, a spokesman for Chase, which had contributed about $200,000 annually to the Boy Scouts until stopping it last month.

"The Supreme Court ruled in June by a 5-to-4 vote that the organization had a constitutional right to exclude gays because opposition to homosexuality is part of the organization's 'expressive message.' ...

"The Scouts, whose membership has grown to 6.2 million, said that the group's charter since 1910 had promoted 'family values,' and that its oath pledged a 'morally straight' life. A homosexual, the organization said, is not the proper role model for those values. ..."

ACLU CHALLENGES SCOUT USE OF PUBLIC PARK

"The American Civil Liberties Union filed a lawsuit against the city of San Diego on Monday asking a federal court to revoke a 50-year-old agreement that lets the Scouts lease 18 acres of parkland for $1 a year. The lease is set to expire in 2007."

Bill McCollum (R-Fla.), an influential House conservative with a history of voting for anti-Gay amendments, announced this week that he will seek to persuade House Republican leaders to end their opposition to a hate crimes bill that the Senate passed earlier this year."

"Democratic Party supporters of the hate crimes measure, including openly Gay Rep. Barney Frank (D-Mass.), said they welcome McCollum's effort, saying that, until now, House GOP leaders have been the main obstacle to final approval of the hate crimes legislation. President Clinton has expressed strong support for the measure and has promised to sign the legislation as soon as Congress passes it. ..."

"Tafel and Mursuli said McCollum told them he hopes to obtain support for the hate crimes measure from Speaker of the House J. Dennis Hastert (R-Ill.).
